The White House's Guidelines for Re-Opening

The White House's publication — "Guidelines — Opening Up America Again" — describes itself as a resource for state and local jurisdictions to use in making decisions as to when to "re-open." You may view this document here.

Please understand, however, that these "Guidelines" are not regulations — they are advisory only. They do NOT establish either a "start" date, nor do they establish timelines tied to a start date for their implementation.

They do, however, identify that it is up to an individual municipality to implement respective "core" preparedness. This includes the advice that, before the first phase of reopening, a state should be have under complete control the logistics of testing symptomatic individuals and "trace contacts" of those individuals who have tested positive for COVID-19, as well as being able to "independently" provide approved Personal Protective Equipment (PPE) and other required medical equipment to their health care workers and facilities, to be able to effectively handle a "rebound," should it occur.

White House Guidelines.

These "Guidelines" provide an outline for state and local governments to use when drafting their own directives. They are organized in a three-part "test" or "phasing" program based on criteria, or a "Gating System," to be satisfied PRIOR to the jurisdiction beginning its "re-opening," or relaxation of current controls:

  1. Available information of "symptoms," including a "downward trajectory" of the numbers of active COVID-19 cases symptomatically reported within a 14-day period;
  2. Secure testing information on documented cases showing the same "downward trajectory" of the numbers of active COVID-19 cases symptomatically reported within a 14-day period;
  3. The ability of local health care facilities to treat all patients "without crisis care," and to have a "robust" testing program in place, including antibody testing.
